Groups ask Congress for first-of-its-kind cost analysis of RTOs amid market expansion debate

Catherine Morehouse of Utility Dive reports that a coalition of free-market organizations, including C3 Solutions, have asked Congress to conduct a first-of-its-kind cost analysis on Regional Transmission Organizations (RTOs). 

The C3 Take
  • RTOs govern about two-thirds of the U.S. electricity market.
  • There is no current study to inform policymakers on the benefits or consequences of RTOs and how they impact consumers.
  • By studying RTOs more in-depth, Congress and the Federal Energy Regulatory Commission can craft better-informed policies on RTOs.

“In initially studying RTO formation, FERC estimated organized markets would save billions of dollars in production costs. Other studies have found similar results on the wholesale side, but there hasn’t been a study to address the retail side of the equation, said Fisher.”
