Last week, Senators Joe Manchin III (I-WV), and Shelley Moore Capito (R-WV) announced that the Environmental Protection Agency (EPA) is considering granting West Virginia Class VI primacy, allowing the state to manage its own carbon capture and storage (CCS) projects.
